“America is back,” US President Joe Biden confidently declared earlier this month during a speech at the State Department in Washington. But LGBTQ people around the world are wondering what this means for them. Heralding a return to “moral leadership”, Biden issued a presidential memorandum to protect LGBTQ rights globally, including asylum for LGBTQ people fleeing oppressive regimes. Biden’s largely symbolic memorandum follows a flurry of executive orders, including one rescinding his predecessor’s controversial ban on transgender people openly serving in the military. Another sweeping Biden executive order reaffirms last year’s US Supreme Court decision in Bostock v. Clayton County, prohibiting workplace discrimination based on sex.
