Kate Higgins-Bloom is a U.S. Coast Guard commander. Her staff tours have included a White House fellowship and acting chief of staff for legislative affairs at the Department of Homeland Security. She has deployed throughout the Caribbean and Eastern Pacific; commanded a cutter on a yearlong assignment to the Persian Gulf; and responded to numerous domestic crises, including Hurricane Katrina.
