THE SURFACE TRANSPORTATION BOARD HAS BEEN ASKED to settle a pair of disputes in Chicago — one between Amtrak and commuter railroad Metra at Chicago Union Station, and one between the two Canadian-based Class I railroads over interchange procedures. The dispute over the rent Metra pays to Amtrak, owner of Chicago Union Station, has already gone to the STB once. In 2018, Metra asked the board to get involved. But the STB returned the matter to Amtrak and Metra then, saying board involvement would be premature. This time, it is Amtrak asking for an STB ruling, saying in late July that the two sides have reached an impasse. Amtrak is asking to increase rent from $9.66 million in 2018, while Metra reportedly wants to reduce the rent to $7 million per…

durango & silverton sued over 2018 wildfire

Federal prosecutors filed a lawsuit against the DURANGO & SILVERTON NARROW GAUGE RAILROAD, saying one of its trains started a fire that began June 1, 2018, and burned more than 53,000 acres. The suit seeks about $25 million toward reimbursement of the costs of fighting the “416 Fire.” The fire, which closed the railroad for more than a month, led to D&S plans to introduce diesel locomotives in periods of high fire risk and convert at least one locomotive to burn oil. An attorney for the railroad declined comment, citing the pending litigation. BOMBARDIER will lay off 550 workers — half the workforce — from its Thunder Bay, Ontario, plant in November, citing a drop in orders and the effects of “Buy America” provisions on car orders in the United States.…

ntsb cites human error, lax safety planning in silver star wreck

HUMAN ERROR COMBINED WITH inadequate attention to safety led to the fatal crash of Amtrak’s Silver Star into a CSX Transportation train in Cayce, S.C., on Feb. 4, 2018, the National Transportation Safety Board concluded at a meeting in July. The Amtrak train was diverted off the main line and into a parked CSX auto-rack train at more than 50 mph because of an improperly lined switch. The Silver Star’s engineer and conductor were killed and 91 passengers were injured. Investigators focused on the failure of CSX to identify and mitigate the risk of operating trains under a signal suspension on a 23-mile segment of the railroad’s Columbia Subdivision. The signals were suspended because CSX was installing positive train control, the system intended to prevent exactly the kind of accident that occurred…
