I wonder if the people in power in 1996 had any idea what monster they were creating when they decided to have the national aviation authority focused on safety and nothing else. It probably seemed like a great idea at the time, but was likely a visceral over-reaction to an accident where commercial imperatives were in play. After all, there are several other countries in the world including the UK and USA that have managed to balance safety and commercial interest without having to resort to so drastic a measure. Unfortunately, that drastic measure has become a dysfunctional bureaucracy that serves only to confuse and anger people, and has brought about a decrease in safety because of a complete lack of trust and faith in that regulator. act change: the debate rages on

Deputy Prime Minister and Minister for Infrastructure and Transport Michael McCormack introduced a bill to the House of Representatives in late February proposing to amend the Civil Aviation Act 1988. The bill seeks to amend the Act to take into account the cost of regulation, whilst maintaining the primacy of safety. When McCormack rose to propose the bill, it marked another step in a campaign by general aviation groups to force the Civil Aviation Safety Authority (CASA) to consider the cost implications of regulation. Initially, the campaign also called for safety to be removed as the most important consideration. airventure australia moves to parkes

AirVenture Australia has switched its annual event to Parkes, NSW, scheduled for 20-22 September 2019 The moves comes after only one year at Cessnock in the Hunter Valley. regulation can create jobs: amroba

Ken Cannane, Executive Director of the Aviation Maintenance Repair and Overhaul Business Association (AMROBA) believes that effective regulation can lead to jobs growth in the aviation sector. Cannane said in a communique to AMROBA members in March that aviation safety regulation is largely responsible for the shortage of trained people and the lack of jobs growth. “The shortage of pilots and LAMEs has been primarily caused by aviation regulatory changes over the last three decades,” he said. “If we are to take government seriously when they say they support the creation of jobs, especially in micro/small businesses, then the language of the CASRs and associated MOS should provide an economic infrastructure that would encourage businesses to start-up and employ staff. “Based on my own experience, it is a challenge to draft safety regulations that…
